The Ritual Persecution of Drugs, Addicts, and Pushers
III. Pharmacracy: Medicine as Social Control
10. Cures and Controls: Panaceas and Panapathogens
Because one of the dominant passions of human beings is to control-themselves, other persons, and natural events-all cultures develop systems of explanations that function both as accounts of why good and bad things happen and as methods for causing them to happen. Magic and religion are, of course, the oldest and most familiar systems of such explanations and methods of control; or, more precisely, today, when we believe in science as an explanation and method of controlling persons and things, we call former beliefs and practices, in which we no longer believe, magical and religious.
...Medicine has a dual social character and function: to cure disease and to control deviance.
